With the ever increasing complexity of needs of children coming into care combined with the ever present strain of inadequate resources, greater and greater demands are being place on traditional family foster care to provide more intensive, and specialized, placement services ... with the commensurate increase in exposure of the foster family to "wear and tear."

Frequently the children and youth coming into care are independent and resourceful ... demonstrating a pseudo-maturity and competence that leave many a foster parent puzzled. These placements bring with them anger, rage and disorder, and the foster family is expected to be somehow "magical"in its ability to not only cope with the behaviors but to "turn around" these angry youth into mature, independent, resourceful and competent adults. Setting limits on negative behavior has always been the haven for a successful parent. For the modern fostering family, frequently, setting limits simply does not work.
